Question: Certifed VS general techs on 2004 mercury grand marquis

Ive had a 2004 mercury grand marquis for about a month. Had low milage for the years and nice interior, so I thought good buy for a knockaround car to rely on a few years. I called a dealership with mercury certified techs about getting some things checked out and its $90 an item and i wondered for these items is a certified tech really needed or will any "decent" shop be ok? If there's nothing major wrong and she's good for another +100k miles I plan to dress her up with custom paint interior wheels/rims sound etc.
+ cruise control doesn't work
+ 1 window motor out 1 really slow
+ knock in the motor at low speeds* no timing belts in these so maybe the convertor?
