Question: surging motor 2003 buick v6

replace fuel filter , plugs, disconnected masss air filter.
No help, could new fuel filter be bad?

good at idle runs up to about 3k rpm then pauses for about 1 sec then surges back for couple of secs then surges again, cold or hot does not matter.
u can feel surge up & down when accelerating up to about 35 then is alright.
no scan, what is egr?
