Question: truck wont start and its not the battery or starter i just replaced both

only clicks once when i turn ignition over,i have changed the battery,starter,solenoid,neutral safety switch and still nothing,but when moving the positive battery cable my truck will try to start when ignition is turned off but wont try to start when i try to
