Question: What should I check to determine why my headlights will not come on, and car will not start?

When I turn the key in ignition, engine will not turn over. All interior and exterior lights will come on except the headlights. Turn signals work. The battery check is good. Initially, I had a computer check done, because engine light came on, but computer would not show anything on display screen. Technician said that was an indication that a fuse was blown. We checked all fuses and relays in dash and under back seat which are good. After doing that check, now the car will not start.
