Question: Windshield Wiper Control Module

I have a problem that my windshield wipers do not want to return to the rest position when switched off. Also, when I put it on time delay, it wants to run at just standard slow speed. I think there is a control module somewhere between the column mounted switch and the wiper motor, but I can not find out where. Anyone have an idea where this is?
