Mechanic Q: I bought a 924 and it is hard starting when it is cold. We?

I bought a 924 and it is hard starting when it is cold. We suspect the cold start valve is not getting current. We put a charge to it and starts up. Our question is how do we fix it so the car is sending the current the way it suppose to.
