Mechanic Q: Why does my car rpm go to the number 3 when on "PARKING"??

When on and on "PARKING" the rpm meter goes to the number 3 and also while driving and only doing 10mph it goes to the 4 on rpm... And when I do not make a complete stop it starts to jump backwards... Is this fixable???
