Q: How do I remove the instrument Panel Cover of my 1968 Pontia?

I have some blubs that are burnt out in the instrument panel cluster of my 1968 Pontiac Catalina. To get to them from under the dash looks impossible. Some say remove the instrument panel cover (padded); however, I'm not sure what the correct proceedure is. Any advice?
