Mechanic Q: 2003 Voyager clicks before starting?

When its colder outside, the car clicks prior to starting. Then eventually starts and runs fine. Some clicks last 3 seconds, some are for 10s. New battery, new starter, and swapped the starter relay out with another one but still have the issue. Not sure where else to investigate.
