Mechanic Q: Frozen Engine?

The high was -3 F today and my car was parked outside for 10 hours. The car wouldn't start. I tried to jump it as well and it wouldn't start. The battery is only a year old so I believe it is fine, but the engine is just too cold to start. Any suggestions on how to warm up the engine?
