Question: 2001 Forester electric locks keep cycling when wet and door locks whenm I shut of motor.

When I kill the engine the locks automatically lock and do not then operate. I can't unlock the car until I turn the ignition on. Also, when this happens the electric lock activator keeps "Click click click"ing as if still trying to lock the door.

You have a short in the door lock system. I would remove the fuse till you can get a shop to repair it. This will not be easy to find.
