Question: Accelleration is sluggish up to 60 or 70 miles per hour

Feels Like>> Vehicle is sluggish>> When I need passing power and press the accelerator to the floor>> Yes>>
When going 70, and come to a big hill, the cruise control races the engine to 3,000 and 3,500rpm, but doesn't seem to get any more power. I turn off Cruis control, and just keep the gas pedal steady at 2,000 RPM, and the car slows until it tops the hill, and then accellerates back to 70 mph.
Also, when getting on a highway, car is sluggish accellerating to speed of traffic. We replaced spark plugs, spark plug wires, and replaced Aut Trans fluid, filter, and screen. Still sluggish. Could cat. Converter be clogged?> Could it be a transmission problem?
