Question: Back right wheel won't spin.

The car has been sitting parked in a garage (not heated, as we live in MN) for 11 months, so all of last winter and through this summer. We attempted to drive the car out of the garage today and the back right wheel won't spin. We're not sure if the e brake might be the issue or not but we did try to play with it in different clicks with no improvement. Not sure if it may be anything else?

The brake shoes are stuck to the drum. Try to rock the vehicle back and forth to pop it free. That is the only way I know to free it up.
