Question: Brake problem

My brake pedal starting going half way down when I
was stopping.... Took it to my garage and they said
no problem, your brakes need adjusting.... They
charged me $40 to adjust the rear brakes, but that
did nothing for the pedal problem... Then they said
well you need a new Master cylinder, they put a new
one on and still have the same pedal problem... Took
it to another mechanic and he bled the brakes twice,
but didn't help....Is it possible that the HydroVac
booster is not functioning properly?? Your thoughts
please
