Question: Can a used key fob be reprogrammed?

The car has the solar panel package and a 4 button key fob. The techs at the dealership couldn't do it, but I'm not convinced,

Toyota key fobs can not be reprogrammed to the best of my knowledge. I would have recommended you take it to the dealer for the final say on the matter, but you've beaten me to it.
