Question: can I visibly see the timing belt from under the hood, if not how can I tell if it is going bad.?

Also I recently got a chirping noise that is on and off and also some shaking on and off.

You can not just see the timing belt from under the hood. You have to remove the valve cover to get the front cover off. On the chirping noise it could be a loose belt. On the shaking you will need to see if it need a tune up by removing the spark plug. On the timing belt knowing when it need to be replace you will have to get it inspected. Or if you know when it was done the last time.
