Question: Can u tell me why my car is running like this

My check engin light is flashing and my car is skipping I put new plugs and changed the oil

The flashing Check engine light means it is severely misfiring and could be damaging the catalytic converter.

If the plugs are new, you will need a shop to isolate if it is still in the ignition system or if it is a mechanical or fuel related problem.
