Question: Car pulls to the left when brake applied lightly only

My XC90 pulls to the left but only when I apply the brakes lightly. If I step on it, it goes dead straight. I had everything checked (pads, calipers and even had the front rotors replaced) but problem persists. I've had three mechanics check it out (including a Volvo dealer) but still no solution. Last week I had my worn out tires replaced but it still pulls (the reason I mention this is that the Volve mechanic suggested that was the issue, which I didn't believe). Any ideas what the problem could be? Thank you!
