Question: car will not turn over when attempting to start

PARKED CAR YESTERDAY. WENT OUT THIS MORNING AND IT HAD POWER BUT WILL NOT START. CHECKED FUSES UNDER HOOD AND NOTICED THAT THE POWER TRAIN FUSE HAD BEEN REMOVED...PIECES OF BROKEN PLASTIC ALL AROUND THE PLUG....WHAT DOES THE POWER TRAIN FUSE CONTROL AND IS IT VANDELISM?

I think anytime someone damages your belongings, it is considered vandalism. Are you sure the fuse box was recently tampered with, or could it have happened by a while ago by someone trying to work on your vehicle?

You can check the owner's manual to see what circuits that fuse controls, but the powertrain fuse usually controls the ECM (computer) that regulates engine management. It should not affect the engine cranking over (but would be good to double-check that). If I found my fuse box tampered with, I would assume they were looking to disable an anti-theft system, not shut down the engine. Unless you live a more exciting life than I do... it could be sabotage of some sort.
