Question: car wont turn over cuts off when turnsignals are used

sometimes car will start sometimes not. the battery is fully charged. need help with what to check to fix problem

You need a starter cranking test done. It tests the the battery, starter and cables ability to crank the engine. If any of the components are weak, the proper voltage may not be getting to the starter to make it crank correctly.

If the turn signals are causing the issue, I'd suspect a short to ground between the turn signal circuit and the ignition switch.circuit.
