Question: Charging system not working

alternator and battery tested good. Getting below 13 volts when engine is running, and this value drops the longer the engine runs. checked relay, cleaned battery cables. Serpentine belt is in good condition and belt has good tension. the only fuse that is blown is for the power mirrors and dome light; it blows as soon as a fuse is put in.

You need to check the wire from the alternator to the battery. Then check to make sure one of the two little wires going to the alternator has battery voltage there. If one of the little wires does not have battery voltage you have a short to groud. If the bigger wire on the back of the alternator does not have battery voltage your fuseable link is bad.
