Question: Do I really need to have a sealer between my timing belt cover and engine block?

I have a 2001 Honda Accord Ex 4 cylinder with 128K miles. I recently go my timing belt and water pump replaced. My honda dealer noticed that there was no sealer/sealant rubber between the engine block and the timing belt cover. Is it really necessary to have this sealer?

It should be replaced. Otherwise small rocks, dirt and water can get in. This engine is interference design. If the timing belt breaks the engine will need to be rebuilt or replaced.
