Question: DOES A TIMING BELT HAS TO BE CHANGED IF IT LOOKS IT REALLY DOESNT LOOK LIKE IT NEEDS TO ?

IM JUST WONDERING BECAUSE I WONDER ABOUT PEOPLES TRUST AND WORKMANSHIP EVEN IF ITS DONE BY DEALERSHIP

Yes you should. Even if it looks ok. If it brakes you could need a new enginer or at least a valve job.
