Question: does my air conditioner have a belt?

My air conditioner air flow has decreased and there is a whining noise only when I turn on the fan control. There is a rubber burning smell after a few minutes , the air is still cold.

Yes, the a/c is driven by a belt. You could have a problem with the a/c clutch, the compressor bearings or the belt. Have all 3 checked out.
