Question: fuel pump will not turn on

I've tested the efi relay under the hood and the open circuit relay under the dash and all fuses and all are good. Tested the power at the wireharness at the top of the gas tank no power for the pump. The gas gauge still has power though. I tryed to hot wire it and the pump still wouldn't turn on with the harness connected but would when wired direct.
