Question: heater motor speed

When changing the heater to 1 or 2 or 3 or 4, the #3 speed doesn't work. All other levels work fine. Where do you think the problem is, in the knob to change the blower speeds or the blower motor?

There is a resistor pack that changes the speed of the motor by changing the voltage to it. It could be the switch behind the knob, but I would tend to suspect the resistor pack a bit more.
