Question: honda crv 2004 loud squeak from rear passenger tire on turns

2004 Honda CRV just today has started making a loud squeaking noise (sounds like an old rocking chair) from rear passenger tire on right turns only makes a much softer version of same noise when pulling up into driveway or going over slight bumps. I looked under the rear end of Honda and noticed what looks likes a plastic piece/cover that is clipped onto a short flat beam is broken (moves easily on passenger side does not move at all on drivers side.
