Question: How much to offer???

I plan on purchasing a 2001 Hyundai accent gs automatic from a neighbor. It has damage to the back end and has a dent in the spoiler but a piece of the bumper on the driver side in the rear is missing. The guy is asking for $1500 but I think he is asking for too much. It has 128k miles on it and he still drives it. I just want a second opinion form a professional on how much to offer and what to look for.
