Question: Hylander Hybrid 2008 Limited 40k miles

My Hybrid averages 21 mpg in the city, 21 mpg on the freeway. I used to have a Prius so I know how to drive hybrids.

I had a a K and N filter put in hopeing it would help with gas milage and it didn't.

When I am driving and stop at a stop sign or stop to wait for my daughter in the car line the Gas engine continues even though I have all green bars. I watch my mpgs go down as I sit and wait.Meanwhile the Hybrid window is not showing activity for gas or for electricity. If I turn the car off then turn it on the gas shuts off and the car is quite. Doesn't matter if a/c is on or not. Had a new battery put in something was reset so Toyota said that was not the problem They have no idea why my mpg is so bad. Any ideas?????
