I have never heard of this, but they want to flush the cooling system and charge $200. If my fluid is not low and tests good, what is the issue? They are saying that the wrong color was used?

IF you put green coolant in a system that was designed for extended life coolant (usually Red in Toyotas) then they are correct that it needs to be flushed out. Your owner's manual should list the type that is called for in your vehicle.
