Question: i have ford c-max 1.6 80kw ,2004 year i have oil with pressure transmitted to the turbocharger cent

i have ford c-max 1.6 80kw ,2004 year
i have oil with pressure transmitted to the turbocharger center housing via the oil drain tube ,that restricted oil drain tube and forced in seals turbocharger who flowing,is possible that the defect is the oil filter housing?
i changed turbo and after i see what i ask,i remove oil drain tube and let free in athmosphere,
When accelerating out oil tube,engine no accelerate no oil on the tube,it is possible seals oil housing filter damaged?
sorry i dont have many,but tanks!
