Question: IDK help me please

I have a 2000 pontiac grand am gt 6cy. It has a brand new cooling system. The hose that runs from the bottom right hand side of the radiator to the top of the engine (same side) seems to be blocked and is keeping water in that hose. is this the result of a bad thermostat? why is this hose filling up with water like a balloon?

Usually when a hose is ballooning, it is because the hose is old and cannot retain its shape, and should be replaced. Why do you say it's blocked? Is one end of it cold and the other hot?
