Question: is it wiring failure?

I was driving to work and the electronics blinked on and off twice for about 3 seconds each time. When I was trying to leave work my car would not start. The starter wouldn't click or anything. The only thing that happened when I turned the key was the electronics in the car and the headlights came on and there was a really quiet hum. But that it! I replaced the battery and cleaned the terminals but it did nothing. What could the problem be? A wiring failure from the batter terminals to the starter?

Odd problem. Sounds like an electrical failure or possibly a computer failure. You need a shop to do some diagnostics to see what is going on.
