Question: Is there a fuse box located under steering?

On my odometer mileage display the first number
fads in and out slowly. My very old Nissan car
had a fuse box located under the steering if i needed to change something that wasn't working in the car, like lights or warnings.

Not that I'm aware of. Your owner's manual should list the location of the fuse box (es). And your issue sounds like a cluster problem rather than a fuse issue.
