Question: Keyless Entry Remote will not Program

I have purchased an OEM Keyless Entry Remote that is identical to the one that came with the car in every detail. GM part #10248215 CANADA 218 101 487 Model/FCC ID:AB00204T I have scrupulously followed the instructions for programming, checked the battery and done all of the troubleshooting for two separate NEW remotes. Neither one programs. The old one continues to work and "re-programs" each time but no luck with the new ones. The vendor of the new ones has no answer. Any ideas?
