Question: Lack of proper heating.

Not Working>> Lack of hot/cold air>> The heating system>> No>> Takes a long time to blow hot air. When you stop at a traffic light, it turns to cold air.

Sounds like a coolant flow issue across the heater core. Possibly trapped air bubble in the cooling system. At higher speeds you have more flow, so it may have enough coolant flowing to warm the passenger compartment, but at lower speeds there isn't enough for the heater to work well. Have the system checked and/or air bled from it.

As a side note, NEVER open the cooling system when it's hot, as hot coolant can cause severe burns.
