Question: Monte Carlo will not start!

Hi i have a 2001 Chevy Monte Carlo SS with the 3.8 V6. Lately it has been starting kinda rougher than usual. Now I drove it for about 20 minutes stopped for 15 minutes and it wont start. When I try to start it it makes a loud whining noise like the starter isn't kicking in. What could this be.
