Question: My 1999 jetta won't start. Put in key and key turns, but doesn't catch to start. Just keeps turning

Do I need a new ignition and new keys?

If the starter is cranking over the engine, than the ignition is not the problem. Here is an article with some troubleshooting steps to follow, it will give you an idea of what the possible causes are:
