Question: My battery is fully charged and says it has twelve volts but car wont do anything

when I turn the key nothing happens, I think no power is getting to the rest of the car, What could cause this?

Check the terminals and connections at the battery. Sometimes greenish/gray corrosion gets on the battery cables and when a new battery is installed, it doesn't make a good connection. Use a little sand paper or terminal brush to clean them up. It may be all you need to do. If they're OK, you may have to take it in and have it checked.

And just to be clear. A battery should be between 12.6 and 13 volts when fully charged. If yours is at exactly 12 volts, that is considered discharged.
