Question: My windshield wipers will not return to the base of the windshield, but are still working

My windshield wipers will not return to the base of the windshield, they still work. I have tried to manual push them down. I have clicked though all the setting and shut the car off. What do I do to get them dowm where they belong?

No, I was driving down the interstate using the wipers, switch settings and tried to shut them off. They shut off but never went to the park position, it has now been like this for days, they still work but are stuck up.
