Question: Need some details about a mechanical issue

When I turn the key, I hear very briefly a sound of metal against metal, followed by a loud whirring. The battery is fine, the starter is brand new, and I've noticed that when the key is turned, the serpentine belt does not move, and the engine doesn't sound like its firing. any ideas?
