Question: need to replace a water pump on a 1998 Isuzu Rodeo

I had a mechanic do the heads on my 1998 Isuzu Rodeo, he replaced the gaskets and machined the heads, found that the valves were rusted and replaced 4 of them. He then replaced the thermostat. The SUV was still heating up so he told us the water was not circulation and it needed a water pump, I have "heard" if I replace the water pump I should replace the timing belt. Possibly other parts near or associated with what is around the area of the water pump. Before I give this guy any more money I want to know if this sounds like the problem, Now on another note, I noticed there was a recall on the timing belt in 2001 but I never received this notice? The mechanic did not say any other parts need to be replaced. ONLY the water pump. Does this all sound right?
