Question: p0420 catalyst system efficiency below threshold <bank 1>

i have a chevy 2002 camaro with 89500 miles on it and the check engine light came on and it says it is the p0420 catalyst system efficiency below threshold <bank 1> but i have changed my catalic converter before and my spark plugs and i have looked to see if there are any leaks in the exhaust. so i was wondering what it could be? would it be the catalic converter again? i also use non ethanol gas in my car.

Possibly the cat. Maybe the monitoring O2 sensor also. Clear the codes and see if they come back.
