Question: power steering hoses burst

Every winter when it is really cold outside my power steering hoses on my 1998 Ford Windstar burst. What causes this?

You should only have power steering fluid (hydraulic fluid) in the line, so the cold weather should not affect it. Who is doing the repair? Are they replacing the line with the proper p/s hose, or are they using a substitute hose that is not rated for power steering systems? Does the line break after sitting overnight, or when you are driving? Is there any evidence of any other fluid getting into the power steering system?
