Question: Rear brakes apply harder then the front??? Help

I have a 2001 pontiac sunfire then when you come to a stop from 25 mph down the rear of the car hunkers down when the brakes are applied and when down to 5 to 8 mph the rear brakes lock up as long as brakes are being applied. To me it feels like the brake bias from front to rear has changed to 70% rear 30% front. Anyone that could help??? Brakes in the front to me feel normal on the brake petal. rear just seems to work harder or to much. Also installed new pads in the front.
