Question: squeal under hood

Sounded like a giant cricket under the hood. Husband repalced both upper and lower pulleys and now it is sounding like bells jingling under the hood.

Cannot figure out exactly where it is coming from but sounds like somewhere toward the front passenger side.

That sounds like a bearing on an idler pulley or another pulley driven by the belts. Remove the belts and check each pulley for bearing roughness and wear. If it's making that much noise, you should be able to feel it by turning it in your hand.
