Question: steering wheel locked

1. Key would not insert
2. towed home/flat bed - dragged in gear unto truck
3. sprayed tumbler with wd-40 - key inserts but doesn't turn

WD-40 should never be used on locks, period. Only dry lubricants like powdered graphite should be used.

WD-40 is not a lubricant and can actually destroy a lock because of how it traps dirt.

The vehicle shouldn't have been dragged in gear, this may have damaged your transmission. Any good tow truck operator would have used wheel dollys for the drive wheels.

It sounds like you might need a new ignition switch assembly.
