Question: Suggestions siezed caliper that fused to rotor?

What do you htink I suggest I do?
My girlfriend's brake siezed up and is fused to her rotor. The dealer says its as bad as they've seen. However they are goign to charge her $2000 to fix it. They offered her $5500 after it is fixed towards a trade in. I think this is absurd is is there any thing I can do to help?
