Question: Thermostate climbs up on hot days

The temperature gauge is usually at 190 on a hot day and sitting at a light for a while the gauge will climb up over 200 but has not over heated yet. New thermostate, cooling sensor, have been replaced. Pressure tested the system and it checks out good. There are no leaks. Is this normal for the gauge to climb up when you are stopped for a while?
