Question: to install hardware on the E-Brake

I was told at the dealership that it will cost me an additional $260.00 for them in Install the springs and hardware (i had provided) to secure the E-Brake. At currentm the E-Brake is holding without it but has faild inspection. The E-Brake needs the Spring, Clips, Etc to keep in position. NOW --- I had my vehical at the dealership, they replaced all brakes (fromt and & rear) and all 4 rotors respectivly. (All parts were provided by me and all I paid was for Labor plus Inspection and Oil Chage), I was told that they could not replace my E-Brake hardware as it would intail for them removing the drive train or something along that nature. I told them NO as they have the rotor and caliber off to replace the brakes and rotor so all they will have to do is put on the E-Brake springs and clips. Am I stupid or is the dealership trying to milk more unesscary cash out of me?

I'd need to see the vehicle to tell you. I'm not sure which springs are missing, but if I was doing a brake job, and the parking brake was not functioning correctly, I would try to fix it and replace any missing parts at the same time.
